The Straits Times 13 Apr 06 S'pore joins global pact on greenhouse gases SINGAPORE has joined a global pact to protect the earth's atmosphere and tackle emissions of greenhouse gases. The Ministry of the Environment and Water Resources (MEWR) said in a statement on Thursday that Singapore has acceded to the Kyoto Protocol of the United Nations Framework Convention on Climate Change. It deposited its instruments of accession with the Secretary-General of the United Nations in New York on April 12. The Protocol will come into force for Singapore 90 days from this date. The Kyoto Protocol is an international agreement which requires developed countries to reduce emissions of carbon dioxide and other heat-trapping gases to about 5 per cent below 1990 levels. The global accord, which came into effect in February last year, was one that environmentalists here have long lobbied the Singapore Government to ratify. Under the Kyoto Protocol, countries such as Singapore can participate in Clean Development Mechanism (CDM) projects. The National Environment Agency (NEA) will serve as the Designated National Authority for the approval and registration of CDM projects in Singapore. In the coming months, NEA will hold meetings and workshops with industries, which have an interest in CDM projects. MEWR said Singapore continues to take actions domestically to address climate change. The ministry is spearheading a holistic climate change strategy that actively engages the people and private sectors. It will hold a public awareness programme on climate change later this month. This will be followed by public consultation on the strategy. The Ministry of Environment and Water Resources said that Singapore deposited its instruments of accession with the Secretary-General of the UN in New York yesterday. The protocol will enter into force in Singapore in 90 days. Under the Kyoto Protocol, countries such as Singapore which are deemed "developing countries" can participate in clean development mechanism (CDM) projects. The National Environment Agency (NEA) will serve as the designated nation authority for the approval and registration of CDM projects in Singapore. In the coming months, NEA will hold meetings and workshops with industries that have an interest in CDM projects. The ministry said a public consultation on the climate change strategy will be carried out in the coming months and a public awareness programme will also be launched later this month. Climate change is caused by the production of greenhouse gases such as carbon dioxide and methane.
